mac os server 5.2 "Server License Expired"

After starting MAC OS Server 5.2 Websites and creating a new website (actually mirroring an existing very simple Server site) I open Safari and try the URL and I get the message:

Server License Expired

Please ask your server administrator to install the license.

If you are the administrator, please login to the administration.

The website service is set to point to the static IP of my Mac-Pro which is running MAC OS Server. All the files are in place. If I use https://aaa-macpro.local/default I do see the default website.

But if I try arroyohome.com which is the internet URL of my website which is set to point to the static address of the Mac-Pro running MAX OS Server you get that Server License Expired Message. I am not using certificates at this point

MAC OSX Server App-OTHER, OS X El Capitan (10.11.6)
